留学生に会った時、私がいつも聞くことがあります。

確かに、私が良く行く、タイ、香港、ベトナムなどでは、交差点ごとにゴミ箱がたくさんある気がします。。。

実は、、、
日本では25年前に起きた地下鉄サリン事件（テロ）以来、鉄道や道路などに置かれるごみ箱が全部撤去される時代もありました。
It is because
of Tokyo subway sarin gas incident 25 years ago. Japan got rid of trash bins
along the streets and railways.
最近、2020年のオリンピックに向けて東京などでは徐々に数が増えているようですが、逆に日本人にとっては海外はゴミ箱が多すぎたり、それを掃除する人がいることをびっくりしてみています。（私も最初はそうでした）

それをいきなりさせるのであれば、きちんと分別の重要性を教え、分別表を多言語化し、その上で結果を見るのが重要だと思っています。
If all of the sudden they were told to do so, it would be necessary to provide them garbage disposal guidelines in many languages and tell them the importance of garbage separation.
東京の府中市をはじめ、いくつもの自治体がごみ捨てハンドブックを多言語化しています。
